This man is E.W. Jackson and he is the Republican nominee for Lt. Governor of Virginia. He is saying that emergency federal disaster aid is unconstitutional. This is the best candidate that the state's GOP could muster. This is downright sad, even for them. In a time when the GOP is trying to rebrand itself, particularly in emerging swing states like the commonwealth of Virginia, this state's Republican Party nominates one of the most right-wing candidates it can find. Clearly, the state party learned nothing from the 2012 election.
